Terms of Reference

  1. Examine the reasons for, and the background to, the University’s special audit of Dr. Chaudhuri on October 23, 2008;
  2. Determine whether the University complied with its own policies and procedures in:
    • The special audit of Dr. Chaudhuri;
    • The termination of Dr. Chaudhuri.
  3. Determine whether the University complied with the policy of the Tri-Agencies in the investigation of allegations of research misconduct by Dr. Chaudhuri;
  4. Determine whether the University’s decision to terminate Dr. Chaudhuri was consistent with its past practice;
  5. Determine whether the University’s decision to terminate Dr. Chaudhuri was consistent with academic norms in Canada;
  6. Determine whether the University’s policies and procedures in relation to research, consulting and entrepreneurial activities provided adequate guidance and safeguards in Dr. Chaudhuri’s case;
  7. Make recommendations based on the findings with respect to the above matters;
  8. Make recommendations for Canadian university policy and procedures in relation to academic researchers who are involved in consulting activities and/or entrepreneurial activity in relation to their research.
