News / Capstone research organization, other legislation unlikely to proceed

With Parliament prorogued in January, several legislative initiatives, including the proposed capstone research funding organization announced in Budget 2024, are unlikely to proceed.

The agency was intended to improve strategic coordination of the three federal granting councils (NSERC, SSHRC and CIHR).

CAUT lobbied for the new structure to safeguard the independence of the granting councils and the integrity of academic research.

The Online Harms Act and the Artificial Intelligence and Data Act (AIDA) are also unlikely to become law. At prorogation, all bills that have not received royal assent are considered terminated.

CAUT, civil society groups and experts had raised concerns about the chilling effects of the Online Harms Act on free and lawful expression.
