Article 17: Academic Appointments

17.1 Policy with Respect to Full-Time Faculty Appointments.

17.1.1 Every full-time appointment to the faculty will be made at one of the following ranks: Professor, Associate Professor, Assistant Professor, Lecturer or Instructor. Ranks at which tenure may be granted are Professor, Associate Professor and Assistant Professor.

17.2.1 Part-time appointments may be made at any rank, and may be tenured, probationary or contractually defined. Part-time appointments are those in which the duties are specified and constitute during an academic year less than a full workload equivalent. A part-time appointment may involve either reduced responsibilities throughout the full year or periods of time during which the faculty member has no official responsibilities to the University.

17.2.2 The terms and conditions of each part-time tenured and probationary appointment require the agreement of the faculty member, Chair, Dean, Provost and President. These terms and conditions, and the duties associated with a part-time appointment, are to be negotiated and specified in writing at the time of appointment in a letter from the Dean. If the part-time nature of the position is temporary, the conditions for an eventual transition to full-time status must also be specified in the letter. In the case of a temporary change from full-time to part-time status (17.2.3), the faculty member will be guaranteed a return to full-time status as specified in the Dean’s letter.

17.2.3 A full-time tenured or probationary faculty member may request a temporary or permanent change of appointment from full-time to part-time status. Such changes require the approval of the faculty member, Chair, Dean and Provost and will be described in a letter from the Dean. The Provost will attempt to resolve any disagreement about the terms of the reduced workload. The University shall complete within three months its consideration of any request for a reduced workload. If a reduced workload is granted, it should be effected within two years. If it is denied, the University shall provide reasons for the denial. For pension purposes, years worked on reduced workload earn service as though the workload were full-time.

17.2.4 All part-time faculty earn credit toward vacation as though they were full-time; their salary during vacation is pro-rated according to the reduced workload factor. Tenured and probationary part-time faculty are eligible and earn credit for research/study leave as above.

17.2.5 The criteria for promotion and tenure for part-time faculty shall be the same as for full-time faculty, but expectations related to the quantity of effort will be pro-rated in accordance with the reduction in workload.

17.2.6 Part-time faculty will progress step by step along the salary grid as though they were full-time but their salary is reduced in proportion to the reduction of workload from full-time. The performance evaluation for part-time faculty for grid step increments will take into account the part-time nature of the position, that is, expectations related to the quantity of effort will be pro-rated in accordance with the reduction in workload.

17.2.7 Part-time faculty participate in pension and all other benefits agreed to by the Faculty Association and the University for which they are specifically identified as being eligible, subject to the usual provisions of insurance carriers and particular plans.

17.3 Policy with Respect to Part-Time Professional Librarian Appointments

Article 17.2.1 - 17.2.7 shall apply, mutatis mutandis, to part-time librarian appointments, with the Chief Librarian replacing the Dean.

17.4 Academic Appointments for Librarians

17.4.1 Librarians hold academic appointments in the Library. The basis of librarian appointments is knowledge of and ability to apply principles of librarianship, scholarly competence and productive research. Specific details of librarian appointments are set forth in the “Terms and Conditions of Employment for Professional Librarians”, Section B3.

17.5 Role of Faculty and other Personnel in the Academic Programs

17.5.1 All teaching, instruction and demonstration in credit courses, research, administration, extension and other functions for which faculty are normally responsible shall be carried out by means of formal academic appointment at one of the following ranks: Professor, Associate Professor, Assistant Professor, Lecturer, Instructor. Wherever possible, all persons who participate significantly in the academic program should hold some form of academic appointment. The Association will have the right to raise with the University any case where it feels that an academic appointment is justified.

17.5.2 In special cases and on a limited basis the functions outlined in Article 17.5.1 may be performed by professional staff as a part of their defined duties.

17.5.3 The number of permanent professional staff members at any one time performing functions normally assigned to faculty shall be limited to fifteen. The Faculty Association shall be given a complete list of such staff and shall be consulted, prior to appointments which would result in changes to the list.
