Article 12: Standing and Joint Committees on Librarians’ Policies
12.1 It is agreed by both parties that the policies and procedures described in the “Terms and Conditions of Employment for Professional Librarians”, specifically Section B, Conditions of Employment for Professional Librarians; Section C, Other Policies; Appendix I, Amending Procedure; Appendix II, Definition of Professional Librarian; Appendix IV, Performance Review Forms; Appendix V, Electoral Procedures; will continue in force during the term of this Agreement, except as modifications or additions are developed and approved through the procedures described below.
12.2 Policies for librarians must reflect ongoing changes within the University of Guelph and the society within which it functions. To facilitate the continual monitoring of current policy and the development of new policy, Appendix 1 of the ”Terms and Conditions of Employment for Professional Librarians“ document establishes a Standing Committee on Librarians’ Policies and a Joint Committee on Librarians’ Policies, and sets out the terms of reference, membership and procedures for the two Committees, as well as the procedures required to amend the document.
12.3 These terms of reference, membership requirements, procedures and amending procedures continue to be in force, except for the following changes with respect to the Joint Committee on Librarians’ Policies:
12.3.1 The Vice-President of the Association, or his or her designate, shall be a member. The Assistant Vice-President, Human Resources shall be an ex-officio member.
12.3.2 The Joint Committee on Librarians’ Policies’ Chair and Vice-Chair alternate annually between the Provost and Vice-President (Academic) and the Vice-President of the Association or their designates on the Committee.
12.3.3 Since, as outlined in Appendix I of the “Terms and Conditions of Employment for Professional Librarians”, all librarians approve changes in policy prior to submission to the Joint Committee on Librarians’ Policies, the final recommendations of the Committee are submitted to the Chief Librarian and to the President of the Association. Within 60 days, and following consultation with the President of the Association, the Chief Librarian will either forward the recommendations to the President of the University or return the recommendations with comments to the Joint Committee on Librarians’ Policies.
