5.00 Members

5.01 Active Members

Membership in the Association shall consist of the following:

  1. the initial applicants for the incorporation of the Association;
  2. such other persons as may be admitted to membership by resolution duly passed by Council, provided such person
    1. is a full-time or part-time employee of the University, whether on a probationary, tenured or contractually limited appointments within the classification of instructor, lecturer, assistant professor, associate professor, professor or professional librarians and research scientists, provided they have been granted a university degree. Additional persons not falling within this definition are eligible for membership in the Association if they meet the other criteria for membership and have been approved for membership by not less that 2/3 of the Council present and voting on the issue; and
    2. has applied for membership in the Association;
    3. has paid membership dues to be determined by the Council from time to time; and
    4. is otherwise qualified for membership under the Act.

provided that, notwithstanding the foregoing, persons holding the positions of President, Vice-President, Vice-Provost, Dean, Associate Dean, Assistant Dean, Chief Librarian or Associate Chief Librarian at the University may not be members of the Association while they hold any such positions.


5.02 Retired Members

There shall be no members who have been retired by a regular process.


5.03 Transfer of Membership

The interest of a member in the Association is not transferable and lapses and ceases to exist upon his death or when he ceases to be a member by resignation or otherwise leaving the University of Guelph.


5.04 Resignation of Membership

Any member may resign his/her membership in the Association by sending notice of such resignation in writing addressed to the Council and such resignation shall be effective in accordance with its terms.


5.05 Membership Fees

The Council may establish an annual membership fee and such additional fees, dues or levies as may be necessary or desirable for the furtherance of the purposes of the Association. The Executive Committee shall make a recommendation to the Council with respect to such amounts. A proposal to change these amounts shall not become effective until approved by the membership by a majority vote at a meeting called for this purpose, provided, however, that the existing fees due or levies continue to be payable until the proposed change has been voted upon by the membership.


5.06 Classes of Members by College

The members of the Association shall be divided in classes based on the Colleges which are affiliated with the University of other constituency as described in this by-law. Each College shall be comprised of the members employed in each such college or coming within a constituency. A person may not be a member of more than one college or constituency. In the event a person is eligible to be a member of more than one College, the person shall declare the College in which he or she wishes to be a member no later than January 31st of each year. In the event of a dispute as to which is the appropriate College for a member, the matter shall be decided by the Nominations Committee.


5.07 Qualifications of Representatives to Council

To be eligible for election as a Representative to the Council, a person shall:

  1. be at the date of election, a member of the Association;
  2. be employed in the College or come within the definition of the constituency for which he intends to seek election as a Representative;
  3. be at least eighteen (18) years of age; and
  4. not be an undischarged bankrupt or a mentally incompetent person.

If a person ceases to be qualified as a Representative he thereupon ceases to be a representative and the vacancy so created may be filled by the Council until an election is held by the College which elected the Representative to replace such Representative.


5.08 Election of Representatives to Council

  1. The Council shall consist of representatives elected from among the members of the Association in each College and the Library. The Colleges and Library shall be entitled to one representative per thirty (30) Association members. If a College or the Library shall have thirty (30) members or less, it shall be entitled to one representative. Any College or the Library containing twenty-five (25) above an increment of thirty (30) shall be entitled to an additional representative. Association membership by College shall be determined each April 1.
  2. Each College shall conduct an election of Representatives to Council annually in June. The elected Representative(s) shall be the person(s) who receives(s) the largest number of votes cast by ballot.
  3. Where there is more than one (1) representative from a college, the representatives shall be elected for a staggered term of two (s) years.
  4. In the event of death, resignation, or ineligibility or removal of a Representative, the successor Representative shall be the person receiving the second largest number of votes cast by the members of the College in the election of the representative being replaced. If there were no other candidates, the College shall hold an election to replace the representative.
