A legal opinion released October 29, 2001, warns Canada's public education system is at risk.
Proponents of the WTO's General Agreement on Trade in Services (GATS) claim education and other public services are excluded from the treaty, but the opinion concludes this protection is "unclear" and will be "narrowly interpreted." This explicitly contradicts Canada's position that education services are "largely beyond the scope of the GATS" and also runs contrary to statements made by WTO officials.
