1.1
The employer recognizes that new pedagogical and technological developments often require that individual academic staff members be given access to appropriate training in order to acquire or to upgrade their skills.
The employer shall not unreasonably deny a member's request for leave to pursue such training.1
1.2
When requesting such leave, a member shall submit to the Dean (or equivalent), a written proposal describing the project for approval. The Dean shall then seek the advice of the department chair, or equivalent, prior to making the decision. Approval of the project shall be provided in writing to the member, with a copy to the academic staff association. Before deciding to reject the proposal, the Dean shall explain his/her concerns in writing to the member, and offer the member an opportunity to revise the proposal. Should the Dean reject the revised proposal, the reasons shall be put in writing and communicated to the member and the academic staff association.
1.3
A member on professional development and training leave shall continue to receive his/her full salary and benefits for the period of the leave, as well as reimbursement for all costs required for the project. The member shall continue to earn seniority rights and credit for career development increment.2 The agreement shall be confirmed in writing.
1.4
A member on such leave may elect to defer contractual decisions on reappointment or tenure/permanence by one year. Where a member elects to defer such a decision, he/she shall provide the Dean, or equivalent, with written notice of his/her intention to do so.
