1The purposes of recruiting international students to Canadian universities and colleges should be to foster the international exchange and development of knowledge, promote cultural diversity and understanding, enrich the educational experience of students and academic staff, and facilitate international cooperation and development.
2There should be no discrimination against international students on any grounds including race, creed, colour, ancestry, citizenship, ethnic or national origin, political or religious affiliation, belief or practice, sex, sexual orientation, disability, marital status, family relationship and responsibility, personal or social lifestyle or behaviour, or age.
3The recruitment of international students should not be motivated by financial gain. No differential fees should be applied to international students. Further Canadian universities and colleges should not enter into agreements with for-profit corporations to recruit and enroll international students into their private for-profit colleges.
4Admission to universities and colleges in Canada should be based on criteria and judgment of academics.
5Universities and colleges should regularly monitor how international students are recruited. Universities and colleges should ensure that recruiters follow ethical recruitment practices and will act at all times in the best interests of applicants and the Canadian university or college.
6The Government of Canada and the provincial governments should cooperate to establish and implement policy and programs for international students at all public post-secondary institutions.
7The Government of Canada should provide appropriate financial assistance to ensure that students admitted to universities and colleges in Canada from the forty poorest countries in the world (as determined by the United Nations) are not denied access to a university or college in Canada for financial reasons.
8Where they exist, provincial health care charges for international students should be abolished. Coverage of international students under public medicare and hospitalization plans should be equivalent to that for domestic students.
9Scholarships and other financial assistance for international students should be sufficient to ensure that qualified students are not denied access to Canadian universities and colleges for financial reasons, and to meet the emergency needs of students and their families.
10Universities and colleges should employ specialized, trained staff and provide support services, commensurate with the number and diversity of students recruited, to meet the needs of international students, and to comply with the legal duty to provide services free from discrimination.
11Universities and colleges should provide academic staff with resources and professional development opportunities to facilitate teaching, supervision, evaluation methods, etc. that accommodate the special needs of international students.
12Universities and colleges should provide reasonable assistance to international students in their relations with police, immigration, and other authorities.
