Promotion Appeals Committee: Guidelines for Appellants

The remedial action which the Promotion Appeals Committee may take is to recommend to the University Promotions Committee that it reconsider an appellant's case for promotion.

The Promotion Appeals Committee does not act as a fresh hearing of the full merits of the appellant's case. It will recommend reconsideration if it is persuaded that the University Promotions Committee has been:

    1)     misinformed on some material point of fact bearing upon the appellant's case;
    2)     inadequately informed or uninformed of some such material point;
    3)     at fault through not carrying out required procedures;
    4)     biased in its assessment of the appellant's case;
    5)     cursory, contradictory or inconsistent in its explanation of the reasons for rejecting an appellant's case for promotion.
Appellants must base their appeals upon grounds stated specifically and in writing. The Promotion Appeals Committee will not consider grounds unless they have been so stated; and, apart from those stated grounds, the quality of appellants or the merits of their performance are not issues to be considered by the Committee.

Appellants should note that the publications and other work completed after the decision of the University Promotions Committee will not qualify for consideration in an appeal. They should note also that, where evidence has in fact been presented to the University Promotions Committee, that evidence will be assumed to have been duly considered, unless there are specific indications to the contrary.

Appellants are entitled to the assistance of colleagues in the preparation of their written appeals, and to the assistance of a representative at any interview conducted by the Committee.

[The Committee members are:    the President of the University, a faculty member holding the rank of Full Professor appointed by CUASA and a third member chosen by these two who shall chair all meetings.]
