On-going Council Motions              CUASA Policies

1975-76

Access to salary information from the dues printout shall be limited to the President, the Treasurer, the Salary Chairman, the Chairman of Research and Information and the Business Agent, and they shall treat it as confidential, and that all reports made to Council, the Steering Committee, the Salary and Benefits Committee or other committees shall be made in a form which preserves confidentiality.                                                                                                      (Dec.12/74 No.7 as amended May 20/82 No.5)

1976-77

Terms of reference for the Academic Defence Fund as recommended by the Steering Committee be accepted by Council.                                                                                                           (Aug. 5/76)

That CUASA adopt Westrate Martus Associates Ltd. as its agent for Group Property Insurance (fire, theft, automobile, accident and personal liability), and that it provide on-campus facilities for the firm's representative.                                                                                                       (Oct. 25/76 No.8)

The seat or position of any CUASA representative or officer who misses more that three meetings without explanation in any one academic year shall be deemed to be vacant.                 (Dec. 3/76 No.8)

1980-81

In cases where Council is being asked to approve the funds necessary to take grievances to arbitration, full details of individuals including the names of individuals involved be provided to Council.                                                           (Sept. 19/80 No.4)

Prior to Council approving grievances to arbitration, the Grievance Administration Committee shall obtain an opinion from legal council and/or CAUT concerning the viability of the case. The substance of this opinion should be presented to Council along with the Committee's recommendations prior to Council granting approval for the arbitration of the case.                         (Sept. 19/80 No.4)

The Steering Committee be directed to ensure that the ratio between the maximum and average salary remain constant by means of adjustments on the anniversary date of the LTDI policy.                                                                      (Nov. 21/81 No.5)

1981-82

That deductions of union dues in all cases be based on actually salary; that those on sabbatical shall pay dues on the basis of their nominal stipend; and that members on leave of absence without shall pay dues on a voluntary basis.                 (May 20/82 No. 5)

1986-87

That Contingency Funds shall be expended in accordance with (a) the interests of the CUASA bargaining unit; (b) the academic interest of the Carleton University community; and, (c) the ideals of higher education in Canada. Appropriation shall be with the approval of the CUASA Council. The maximum expenditure shall normally be $200.00.       (May 22/87 No.6 as amended Sept. 10/93 No.1)

1987-88

That a data base be constructed including, but not limited to, salary data, age, sex, faculty, and salary so as not to identify any individual, ordered in a random fashion and that such a data base be made available to the Steering Committee or any other organization(s) the Steering Committee decides should receive the data base. The recipients of the data base to be bound to respect the confidentiality requirement stipulated in the original Council motion.                                                             (September 25/87 No.1)

1992-93

That travel or other advance payments not be made by CUASA to individuals, that disbursements are refunded upon presentation of acceptable receipts to the office; that if prepayment of travel is required the financial arrangements are handled directly by the office; and that the maximum amount CUASA will provide for travel beyond the Ottawa airport is the equivalent economy air fare plus a reasonable amount for getting to and from the airport, and that daily expenses be generally guided by the current CAUT travel expense policies.                                                                                        (Oct. 17/92 No.1)

1999-2000

That Council gives the Steering Committee the authority to donate up to $1000 to any Canadian faculty union on strike or any Carleton University union on strike finances permitting.              (Sept. 17/99 No.1)

That in the event Council cannot meet, the Executive could go beyond the cap and report back to Council.        (Sept.17/99 No.1)

2004-2005

That Council request the incumbents to continue to act in their positions until the fall election.                  (Apr. 15/04 No.8)

2006-2007

Access to salary information from the dues printout shall be limited to the President, the Secretary/Treasurer, the Salary and Benefits Officer, the Grievance Officers and CUASA staff whose job descriptions require access, and they shall treat it as confidential, and that all reports made to Council, the Steering Committee, or other committees shall be made in a form which preserves confidentiality.                                                                                                            (Dec. 05/06 No.4)

2008-2009

Strike Donation Policy

That with respect to providing financial contributions to Canadian academic staff unions and Carleton University unions going on, or on strike or lock-out, the Council authorizes the following:

    1. That finances permitting and following a review of the issues with respect to the strike; proposed strike or lock-out by the Steering Committee, a donation of $1,500 at the end of the first week of the strike or lock-out;
    2. That Council be notified of the donation;
    3. That, finances permitting three such further donations be authorized by Steering at the end of the each week of the strike;
    4. That Council be notified of all such donations; and,
    5. That any further donations be authorized at a meeting of Council with advance notification of the details provided by Council.                                                                                                                                                   (Nov. 21/2008 #10.1)
