Bargaining Bulletin #9 Editor: Bob Rupert September 13, 2001 Employer sticks at 1.5%, sessionals cap still an issue CUASA heads towards legal strike position Conciliation is Over On September 12, after 11 hours with the conciliator, CUASA negotiators decided that there was no point in continuing when the employer tabled a 1.5% scale offer (up from 1%) in response to CUASA's 4.5% scale offer (down from 6%). In today's economy, an offer of 1.5% is insulting. It is particularly insulting in view of the significant movement we had made on scale and on the sessional ceiling through the conciliator. Spending many millions on new or renovated buildings and expansion is fine. But it is high time an investment was made in Carleton's people. Some tangible gratitude would go a long way. The following message was emailed by Executive Director, Pat Finn to CUASA Steering Committee members after the meeting adjourned at 11:20 p.m.: "Well we tried hard but it was a no go in the end. I will send you full details tomorrow. However we made them an offer accepting a 50% increase in the use of sessionals, with a 4.5% scale increase, some improvement for NCLT employees, no change in benefits, professional expense allowance increased at a value of 2% of Asst. Prof. floor, all the non-monetary as we had agreed on July 6. They took a long time but came back with a 1.5% scale increase, some improvement for NCLT employees, no change in cost sharing of benefits for current employees BUT kept the potential to change benefits for future retirees, $800 for Professional Expense Allowance, all the non-monetary as we had agreed to on July 6. The conciliator will go back to Toronto tomorrow and write a no board report, 16 days after the Minister accepts it and sends a letter to that effect we will be in a strike position." CUASA Council will meet Monday to decide where we go from here. The membership will then consider Council's recommendation. A strike vote seems inevitable.
